Necessary But Not Sufficient
Imagine trying to build a bridge.
Before a bridge can exist, there must first be two separate places to connect.
But simply having two places does not mean a bridge already exists.
Relational sectors work in a similar way.

A simple analogy
One Island

Requires additional construction.
Having two sectors creates the possibility of coupling.
It does not create coupling by itself.
The island sequence
One Island → Two Islands → Bridge Blueprint → No Bridge Built.
One Island
A single place. There is nowhere for a bridge to go.

Two islands are necessary for a bridge. They are not sufficient: the bridge still has to be built.
In the same way, multiple sectors are necessary for coupling, but they do not create it.

Why is this important?
Many mathematical theories distinguish between conditions that are required and conditions that are enough on their own.
QM4 shows that multiple sectors are required before coupling can even be discussed, but further reconstruction is still needed.
